What exactly is the protocol for how to wear a tie when wearing body armor?

The tie goes under the body armor to avoid that tommy gun toting Russian mook look.

Unless the wearer is also carrying much heavier firepower than you are, in which case... they can wear the tie any way they choose. :)

Actually, its not the body armor that is in fashion error, it is the fact that he's wearing a tie and a shirt with the same width of stripes - or very nearly so. In order to pull of the dual pattern look, there has to be a very obvious width difference. A wide college strip pared with a pin or chalk stripe, for example.
